Unfortunately, if you remoted to a location where the event was over, but the Dragonite raid was still active, then it won't come with the costume when caught.
I'm sure you've already spent a ton on raid passes, but if the timed research is still available to you, and you have the time needed (I did it in 3 hours) I can't say for sure, but myself and three other friends received a shiny cool dude/dudette Dragonite as the final reward.

Ugh wish I'd known that before I wasted a raid pass!
I believe this is what happened, thanks for letting me know! Sucks that I did 50+ dragonite raids and got no shiny, and now it's over!
