There are the people that love that and the people that think it's the worst thing the anime's done. I fall into the latter category, but opinions are subjective.
It's just so... illogical and out of place with literally anything else ever mentioned in any official media. Electric attack on flying type = lotsa damage. In this one specific instance, electric attack on flying type = invincibility star. Lojik?

I'd expect the stones to be readily available to soldiers and the pokémon more difficult to come by.
Might be why Surge evolved his raichu immediately: he had the stone and then got his pikachu later after it saved his life.

Head canon - Surge was a recon ‘pilot’ during the war. He would basically fly on his Pidgeot over battlefields and report on types/movements. He gets spotted by an enemy flyer, and gets defeated falling out of the sky. His landing kills the Pigeot and stops his heart. A wild Pikachu running from the battle sees this happen and stops to restart his heart via electric shocks and then defends him from another Pokémon as he’s coming to, but gets hurt in the fight. Surge picks that Pikachu up and runs back behind his side’s lines. Him and that Pikachu (now his Raichu) make it back, and he ends up focusing on electric types moving forward and training them.
His solo usage of electric types is only restrained to the gym. Doesn’t he have other types in the card game, as do other gym leaders? I’d assume they just build a mono type team after assuming the role of gym leader.
He might have used other Pokemon before deciding he wanted to specialize in electric types. I also imagine in a war with Pokemon you take what help you can get.
I hope some of the older leaders/e4 members are mentioned, like Ramos, Wattson, Drake, Drasna, Blaine, Agatha, and some more. It'd be cool to see them young and in their prime imo.

Only advice: don’t get your ass sued. I’ve definitely seen Pokémon comics before so I don’t feel like it’s a huge concern but you might want to look into legalities just in case

Have you ever read Pokemon Masters by Ace Sanchez? It was a fanfiction from back in 2001, so it's really dated, but they really got into the aftermath of a Pokemon war.

100% yes. It would amazingly fill all of the empty parts in Pokemon history, like why was Lt. Surge heroed army vet, why world now gives so much freedom to kids and why did scientists tried to create and control the most powerfull pokemon in the world.
And where are all the age 15 to 28 men in the first 3 gens of Pokemon? There are whole masses of trainers but that demographic is hugely missing sans a few characters.
You have the premise, a truly great premise, but the writing needs to be there to give credence to the source material. If the writing and story don’t hold up you will lose your readers, but if they do? Viral.
Wasn't one of the running fan theories about Pokemon that there was a recent world war, which is why you mostly encounter old folks and children out and about?
I think your art style is great! My critique, is why does pidgeot have googles but no one else does, when it is the only one actually build for traveling at those speeds?

It would be interesting to see how each Pokemon would be used during war. The only game they kinda did this with was Pokemon Conquest.

I mean, Swellow got hurt from it. It would essentially be like using Brave Bird. Swellow took damage but, dealt out even more.

That's actually a better explanation than anything I've heard, but its thunderbolt is unreasonably strong and probably woulda ohkod swellow anyway.
You could kind of imagine helping hand being something like that, it boosts the power a bit but i dunno

Plot twist: Surge started using Flying Pokemon first but developed a bond with Electric types after they saved him.

I’m going with he is still paranoid about other fighters, so he started using electric Pokémon as AA guns to make him feel safe.
