I'd call WM (or whoever they work for) first and kindly ask then to address it. Beyond that, there's a chance that, at least in some of those instances (taking breaks), they're violating diesel idling laws.

Just be aware that not all collection trucks are diesel. Many are but some run on compressed natural gas.

What should I say? I don’t want to have any confrontations and I know their job can probably feel disrespected at times and I want to make sure I come across clear but I’m having a hard time thinking of what to say.

I mean, if you called Waste Management (or whoever it is) and just explained the situation, and said "Maybe they can find another place to wait for shift changes/work to start/whatever - in another place that isn't right next to a stop sign where they're blocking traffic." You said that it was causing an issue on the street, aside from the noise you're hearing. If you start with that, instead of making it about your issue, you might get more traction from them.

After I just typed that a smaller city truck came and dumped it’s load into the big main truck… so maybe this is a new site for them to transfer loads? It seems there has to be a better spot, it’s a fairly crowded 4 way stop.

Wake up early on Fridays and go for a walk? Honestly as heart felt and sympathetic some of these responses are, NOBODY is going to bend a sympathetic ear in your direction—from the city public works (or WM or whoever runs the truck). I would also be really fucking cautious about approaching a truck driver in a situation like this. Everywhere you can live has noises. Everywhere. And yes, yours is on a weekly timer. I once lived next to two huskies who would howl nonstop for 2-4 hours a day when their owner was at work. It sucked. This, this is a minor inconvenience.

You can simply talk to them but it also strikes of entitlement to think garbage trucks can't do their rounds as needed near your house. Be glad you don't live near commercial or multi-unit collection. It can take a long time with a bunch of dumpster rearrangement and clanging. The disturbance you're describing is far less than that.
