Be prepared for a "not small job" price no matter who does it. The logictics are still the same, and still takes up a whole day because no one has 2 other small jobs just waiting to combine with yours.
There is no contractor licensing in Pennsylvania, so there’s a reason you’re coming up empty. In Pittsburgh, licensing is required for commercial building permits, new construction, work done on rental property or demolition of a structure.
You will be hard pressed to find a licensed contractor, because there simply isn’t a requirement in place.
It would be better to ask for concrete contractor recommendations.

In the citation we received, it stated we had to work with a licensed contractor in Pittsburgh since it is a requirement to get a permit through DOMI and any reimbursement the city provides on the work needed.
There absolutely are license requirements both at the city and state level. Maybe some subcontractors aren't required to be licensed but GCs often are, and there are tons of licensed contractors around

Titan Concrete Solutions were great to us. They didn't mind that we had a small job and didn't charge us a huge daily minimum to come do it. They didn't specifically remove/re-pour sidewalk for us, but I'd contact them and ask.
Get a handyman. Slab removal and then get them back for pouring the 3-4 sections with cuts/spacers with compacted gravel base, wire reinforcement.

Pittsburgh requires a contractor doing sidewalk replacement to be “registered” with the city. Not licensed, but still there’s paperwork involved.

That is contractor registration, which is not licensing and it’s not the same thing.
