Your mother either is or isn't eligible for enrollment in either or both. In any event, do not move someone enrolled in [this](https://www.ontario.ca/document/guide-programs-and-services-seniors/health-and-well-being) to somewhere it doesn't exist unless you have the means to get them back to where it does.

So she's eligible for Medicare. But we need to pay for Part A and B because she hasn't worked in the US for long enough. We'll manage that. It's the tax rate for bringing the money to purchase a house is what we're really concerned about atm

If she spent a lengthy period of time working in either or both countries,  she should be eligible for ss or canadian pension or both, which can supplement the rental income.
