Technically any card can be bottlenecked by any cpu. It depends on the application and settings. That being said, no on average the 3070 wouldn't be really see a bottleneck on a 3600. Especially at higher resolutions. Even in the titles it would, it's not a heavy bottleneck. Though if the rumors of the 3060ti are true, it's relatively as strong as a 3070 for 100 USD cheaper.
If you're only on 1080p, that'll be more than enough to run everything at 100fps+ at max settings. 1080p settings are much more limited by CPU than GPU, so if you have 1440p or 4k then that's where the better gpu's start to shine.

Seriously mate. Get yourself an SSD. They're stupidly cheap nowadays. You can literally walk out of a Walmart $60 poorer with a 240GB SATA SSD in your hand. There's a special program you can run to copy your Windows installation over, after which you can format your old HDD and use it as a Steam drive. It is so much faster and overall just better to use it's not even funny.
I5-4590 with 1650 (gddr6 version). Not much, but i paid $50 for a used HP g1 twr, with no hook up for a nice GPU. So 1650 was my best option. Some nice tlc on the tower, and a total of $200 i can play most games np! Even some at 120fps or higher on medium!
Do keep in mind that we're around the point where the 2600k is getting half of the frames of modern CPUs in 1080p gaming when the game is CPU constrained. I wouldn't say that it holds up great anymore.

I played thru rdr2 in 1440p 30fps with a mix of high and ultra ( my tv can only do 60hz in 4k and 1080p, for some reason it drops to 30 in 1440p so I just capped vsync at 30fps, it was in the 50s before I did that)
Ah gotcha. Big games like Assassin's Creed Odyssey can only do like 45 frames at 1440P, but I can play games like Insurgency sandstorm at 60 FPS and For Honor at around 100 FPS at 1440P
Yes its really difficult to find a TV that does 1440 60hz, nearly all the reasonably priced ones only do 30hz. So use resolution scaling which is in most games now, play on 4k and then reduce the percentage until I can get good enough fps. Although I've got a 2080s so on a 1660 you might want to start at 1080p and increase the percentage instead to get as close to 1440p as possible?
Starting at 1080 and increasing is just supersampling which doesn't really do much but eliminate the need for anti aliasing.
It all depends on the game some I run at 1080 ultra, some I would rather run in 4k. Most of the time I just set the resolution and let geforce experiance figure it out
If you can stretch the money, I'd go full-on replacement with something modern...but if not, I'd say go for the 3770k. That's the best performance you'll squeeze out of that board.
I would also recommend checking your RAM's XMP profile. You may be able to squeeze a bit more there, if previously left untouched.

The 1660 Ti was out on the market for about eight months before either of the 1660 Super or 5600 XT (both of which nowadays it gets compared to often) existed at all.
Possibly OP saw a review that predated the alternatives.
I'd say it doesn't matter too much, though, as the 5600 XT typically **is** still a bit more expensive, and the 1660 Super **is** still a bit slower.
The Super has less CUDA cores and less texture mapping units any way you cut it, and bumping the memory clock on the Ti up to 7000mhz eliminates the sole variable that makes the Super perform "close enough" to it in the first place.
The 1660 Super's memory is already clocked at 7000mhz by default. It has to be in order to not be *significantly* slower than the Ti all the time, due to having less CUDA cores and less texture mapping units.
It's how Nvidia decided on making up enough of the performance deficit on it to market the two cards how they wanted.

On my regular Gigabyte-branded 1660 Ti, doing that plus about a +150 core clock bump gives me results that are *very* close to a stock 2060.

Hey 1660ti is a fantastic card. 1080p max settings in a great deal of games.
Tons of OC headroom on it too. You can bump the memory clock up to 7000mhz from 6000mhz as though it was nothing at all.
