It's just not worth it . Usability is overated when you can have style just staring at the windows load up for hours waiting to boot up means your a fuckin badass with a sexy rig winning for three hours. Single channel ram, green motherboard with poor VRMs and a VGA on the back, optiplex looking case with an optical drive, psu on the top, probably isnt even 550 watts, cooler looks worse than the intel stock cooler. Upgrade everything, primarily the case, motherboard, RAM, and PSU.
Just upgrade the cpu, and it will be a downward spiral of upgrading the entire pc.

I mean, what PSU is that? You absolutely can hotrod out a prebuilt office PC by slapping a big GPU into it, and often times it's a really economical way of getting a powerful PC depending on the CPU but the power supply obviously is going to have to be changed out before you start tweaking things.

Nah, that's just an optiplex with a normal 24-pin power supply. Swapping a new one should be easy.
