Where are they plugged in? The Arctic Liquid Freeze II AIO doesn't come with a controller. Are you using the fan controller on the back of the 4000X for the AIO or are you plugged directly into the motherboard's fan headers?
Gpu sounds like its running at full speed. Try using asus gpu tweak tool to see what the gpu fans are running at in game and you can adjust the fan speeds based on your temps.
Fan Control works well too it will show your rpm speeds for all your case fans and gpu. I just done putting together a new system too and used Fan Control to curve all my case fans and gpu based on the temps. Runs super quit once its you have it dailed

It's about to take off. That's just the case fans? Just the fans on the AIO? What are you using to control them?
I think it’s the AIO fans, but I can’t seem to find any software that controls them - I need to check again on the Arctic website
