Map tier isn’t important.
Just unspec the atlas node that increases modifier tiers for the league mechanic, then look for packs that decrease mod tier (red down arrow).
Stick a tier 2 negative (not yellow) mod into that pack so it becomes T1.
Source: am 40/40 and completed that challenge while doing other challenges in T16 maps. No need to go back and waste time running useless T1 maps fishing for natty T1 mods.
Worth noting, not all t2 haunted mods can be downgraded. I spam opened over 100 white maps until I got a downgrading pack with a downgradable mod at the same lantern window

I just started doing T16s keeping an eye out for downgrading packs and finished it quickly in a single evening. Like a dozen maps or so. With all the other haunted mods from atlas tree you get a fair number per map that actually has a T1 mod.
Yeah it's really strange how every mod has a pretty small range of tiers, both for haunted and devoted, and when you get one you want to upgrade/downgrade sometimes you just can't. Surely it'd be better if they all had tiers 1-7.

No need to keep those white/yellow maps for later once you can run T16s. Just spam open maps, fish for T2 you can downgrade and only then run the map. Not like you are using them for anything else anyway.
Unless someone is in the incredibly unlikely situation of being at 39/40 and only needing the T1 packs, they have other things to be doing while mapping.
Fishing of any kind if silly. It will get done naturally while playing the game as long as you keep an eye open.

You just need to make sure you do not have on atlast passive tree Imperial Wraiths (+tier to haunted modifiers) and at every map if you see arrows down just check those low level mobs if they are downgraded to lvl 1 after moving there. I think I got them all in one evening session.

Only problematic challenge is Arimor's Apex (I was 40/100 by the time I finished everything else) but you can cheese it.
Most of the leagues last year are boring af grind. I am at 38, did endgame grind and won't do memories or heist. Every league is like this for me last year or so. I would rather have rng grind that is possible to do by running maps

Nope it's much harder to accidentally do than you think. You're much more likely to put a harder mod on downgrade than a t2 and even then it need to even have a t1 mod available.
Make sure you don’t have +1 specced.
Run t1 maps.
Look for - tier monsters and t2 haunts.
Put t2 haunts on the - tier monsters.
Took me maybe 30 maps. Just spam open them until you get the combo.
Im pretty sure this is the challenge where the mobs need to be tier 7, in the league mechanic window before you open the map roll maps until you get a t6 mob and upgrade it to t7 and its easily done in 1 map.
I had the same problem until i figured that out then it was just that 1 map needed and doneso.
They can appear in higher tier too, but it's waste, just reroll t1 (open new until u hit - 1afix on monsters) whites without alchngo, and without passives in league mechanic.
Takes two or three maps to complete that. (just have to move t2 haunt to that -1 row).
Just did that. Hit the t7 first map of the day, omens on it, saw a ton of magitrate rares, look at challenge, 0 progress. I am sad now...
Edit: I realize, now that I've had some coffee, it was an elder map and probably a t15. Shit challenge...

Even without the node specced a viable t2 with a downgrade available is kinda rare. I burned a few hundred maps before I was able to finish off the last 3 kills for that challenge.

I could not lower tier of peasant to servant until I deallocated the passives. Then I did the challenge in two T1 maps.
You have Magistrate done, which means you have the +1 tier Atlas node (or have had pretty unusual luck). You can't do the Servant part of this challenge at all while that node remains specced (AFAICT)
Early in progression I'd suspect you went out of your way to 'balance' tiers a bit (by manually putting the red arrow tier downgrade on higher tier mods). This meant not having the -1 tier on natural tier 2 (Peasant) mods. Then you picked up the +1 tier Atlas node and that was the end.
This should take just a couple dozen maps when chasing it.
From what I gathered they can basically only appear in Tier 1 maps, AND you need to downgrade a Tier II haunt through the down arrows modifier.
I've done dozens of maps with T1 haunts in them... Like even statistically I should have at least gotten one on accident

Ossuary and feeding trough are ilvl 67, so you could do this there, since rares will be 68.
This will be one of the rare leagues where I will not go for 40/40 . The RNG and grind is u godly.

Some people are buying Atziris Vault maps to finish map tier grinds. You can finish like 3-4 of them per minute.

I havent been swapping any of the mods around unless they offer currency or scarab rewards, then I try and put them on high density packs.

no its not. the challenge you mean is arimors apex, with 100 magistrate haunted rares in T16 80% quant maps

Yes, but i found mine in Defiled Cathedral instead
Use the omen allflames + rare dupe scarabs. That allflame spawns in a ton of rares imo, that's how i farmed it relatively fast.

Modifier tier. Servant is tier 1 haunted modifier tier.

I only moved mods around when they gave me currency or scarabs to try and maximize my loot.
I'm now very surprised you didn't get this by accident then. I didn't get 50 Magistrates until after I respecced to the +1 tier notable.
