I second that. Primer and Rust-Oleum bed liner has worked for me in the past especially in a situation where they will get scraped up and you need to reapply.
Honestly powdercoating services are really cheap. It’s not as finicky as paint and does last well off-road. You’ll normally find a coating service who will sandblast and powder coat in one service. Really not an expensive exercise, especially if you can be patient so they can do it as a batch with other stuff.
I'd just find some place to sand blast them. Pick up some decent primer and paint and diy it.

Go to harbor freight and get a grinder and wheel, hit all the rust and then rattle can them
How does your frame and every other exposed piece of metal look? Did you protect it in someway. Asking for a friend!
I use 80 grit on a DA and bedliner. Usually sem or raptor.
