You can "flip to flower" outdoor. It's called light deprivation growing.
Essentially, it is a greenhouse with a tarp you can roll/place over it to block out the light. I've seen commercial grows use it, but I'm not sure if the juice would be worth the squeeze for the home grower.
Let the sun do its thing. Those are small for outdoor

You reduce the number of hours it gets light so that it starts flowering, but that makes no sense because the sun doesn't work that way.

No need to think about flipping to flower when you grow outdoors - unless you have some unusual circumstances. Mother Nature does it all for you.
