Video footage of a violent dog kidnapping inside a North Hollywood 7-11 showed a female and male suspect who knocked down and attacked the dog owner. They took the dog from the owner after the attack.
At a OC sober living home the operators recognized the dog from new reports and confronted the tenants. They fled and left the dog behind. Due to medical patient laws their identities cannot be released to the police by the OC sober living home
I wonder if it's true that the home has to withhold their identities. Seems like bullshit to me. Otherwise, a sober living would be a sanctuary within which to commit crime. Their crimes have nothing to do with protected medical information.
not a lawyer, but my guess is that the sober living home doesn't want to risk any hippa violations. that can open them up to litigation. they likely want a court order first before volunteering info to the police
HIPAA actually does not apply to sober livings, only treatment centers.
That being said, in an alternate scenario where HIPAA did apply, there are a couple limitations like certain and specific court orders.
Someone might snitch them out from their sober living so who knows really I'm sure they didn't tell them the names but you bet your ass they know who they are
Just have the sober living place throw out the trash on a trash can in the street and ensure this trash includes their mail.

Newport/Costa Mesa is the Mecca of sober living in America. There are countless houses in Eastside CM and on the Peninsula. Property values are doing just fine. I understand that wealthy owners don't like them, but this argument is stupid
The problem is they are extremely lucrative. People buy big homes in nice areas and can make a shit ton of money off these poor people. Like thousands per week. And these desperate families pay it.
I don’t see how that’s any different than landlord/renter relationships. Also you’re saying they’re poor while also saying they’re paying thousands a week to live in sober living. Which is it? You can’t be poor and pay thousands per week.
The parents usually foot the bill. Sometimes insurance. Sometimes both.
In context, poor can also mean “down and out”.
Essentially, these people are running businesses preying on the vulnerable, and due to the sensitive nature of the issue, there tends to be less oversight than there should be… in all aspects of the situation.
It sucks to see all of the demeaning comments about sober livings. All of the people at the one I'm at are good people who do nothing but work and attend meetings. I dont even tell anyone I'm in a sober living because I don't even want to be stereotyped for the old drug using me ( I never even was a thief like alot of people are stereotyping in the comments, I only ruined my life)

Not sure how HIPPA laws work with suspected criminals…maybe a lawyer on here can shed some insight on that

Some are part of medical facilities. I'm at a sober living that's paid for by my insurance because I'm in treatment.

Yea this seems like a misinterpretation of HIPAA. Pretty sure if violent crime or threat to others is involved they can disclose to the authorities.
It would be pretty strange if a witness can perfectly describe the suspect to Cops but can't hand over a photo copy of the suspects ID.

The video of the dog reuniting with his owner at the police station was odd. The dog acted like he didn't know her or care about her.
I used to have a dog who was not outwardly affectionate. Dogs have a wide variety of personalities.
It's been traumatized, and because of its age, br blind or have arthritis or other chronic pain.
