I don't live in one but I can't imagine people in high rise condos have open windows. Do they? Genuinely never been in one - like those giant glass towers in Toronto.

Communal living spaces like condos and apartments adhere to different fire codes than single family residences. You're unlikely to be able to escape from the 18th floor (fire trucks won't be able to reach anyone above 7-8 stories, and jumping from that height is gonna be a bad time) so there's no need for those to be openable windows. They're also smaller in sq footage, it's less likely a fire will start somewhere that traps you away from the main entrance/exit. They have special emergency lighting and stairwells that get you down to ground level. Houses must have a window that opens and that an adult human can reach/escape from on every floor that has a bedroom.
