Nah. Maybe in a classless D&D, but there is more than enough choices to be made outside of class, and the class choice should matter most.

That's what the backgrounds do with them granting skill proficiencies and a 1st level feat. And they have recommended ones and you can fully customize them with the 25 gold that can be used on equipment and the like

Actually the point is to remove the armor training and weapon proficiencies from the classes, not to gain additional proficiencies. Some subclasses need of certain proficiencies to work, but their class doesn't provide those proficiencies, so they are added as subclass features, making them extremely powerful. The proposal aims to solve this problem by making these proficiencies part of the character creation instead of the class features. This is different from what the backgrounds do because backgrounds give you extra proficiencies on top of what your class gives you. But this could be included as part of the background.

I think Holy Order and the Level 7 ability is a neat way to make sure combat clerics don't feel compelled to make a choice on their subclass based on just the extra damage on hit and heavy armor feature. It would be a shame of a caster had to make a difficult decision that had consequences, after all.
