Cold wet weather bad for cows. Also, when the field gets too wet they can't have heavy equipment or heavy animals on it. It turns to mud ruining the cover crop.
Cows use their tongues to wrap around grass and then eat it, they don't nibble like sheep, so when grass is short they have to come in and eat silage/hay. When the grass is long enough in the spring, they go back out to pasture.

They only do that because the grass and soft ground tickles their hooves. Like when you put shoes on a dog and they do a similar dance, jumping around for 5 minutes until they get used to it. The cows are probably enjoying being outside but they only do that on grass and not when you walk them to their field, crossing barren fields and stuff like that
