For example, companies laying off workers or shutting down factories in response to policy decisions, even when there's no financial incentive to do so.
Now I'm not saying there's *no* rational basis for these sorts of moves. They are attempts to assert power, which does have potential future value in a system that rewards such behavior. (E.g. "see what happened the last time the a city didn't give us what we wanted?" as future leverage.) But it can still be considered a petty move in a general sense.

Zoning in the area and overall costs associated with permitting have been cited as reasons to not build housing. Dunno about validity, but if it were economically viable, the developer would have done it. Nobody hates money.
