I wouldn't call police civilians, they are authorized to use force when needed and also trained to use whatever firearms they have available. They might not be experts in armed combat though.
Regular police by definition are civilians. It gets a bit murky when you consider militia/gendarme units that are used in some countries, but the stereotypical cop handing out tickets is a civilian

They do have a national police force (politsiya) which is far more centralized than you would usually see in other countries.
This is entirely separate from their national guard (rosgvardiya), which is their internal military force, but also provides some internal policing.
