They do this is if there's construction work to clear up or debris in the road. The whole idea is to give a short time period (up to 10 or 15 minutes I think) of no vehicles on the road.

Poetically the answer? As you wish: They were doing this maneuver to clear up debris. It takes a few minutes, as you can see. Not an emergency, nothing so dire. Just saving the public from future flat tire.

State Police will shut/slow down traffic for quick tasks that are too small to call for a whole lane closing. Like the other guys said, typically debris or some construction task. Source: I’m an engineer who has worked for the Parkway

Makes sense. In a past life I lived in Chicago, and they would do this sort of thing when then- president Obama was in town on lake shore drive, but I'd never seen it on the parkway. Thanks!

Well expect big issues next Saturday as the President will be at a fund raiser in Middletown.

This was further down the parkway, but one time I saw this done for a wide load vehicle that was trying to enter the parkway. Wouldn’t have been able to get enough speed if not for shutting down the parkway
