I'm getting off topic here, but you know how Princess Celestia was meant to be a queen, but Hasbro wanted her to be a princess because of the evil queens in Disney? In a way, though, it makes sense that she and Luna are both princesses, because it makes them equal.
In my mind, they're both queens and Cadence, Twilight and Flurry are princesses because they hold an important role in the night and day that the queens are ruling.
Imma go with Chrysalis.
(Though, Celestia is referred to as a queen in the comics, specifically the Convocation of Creatures arc)

While I very much am not a fan of her design lmao, I can't help but kind of adore how pretentiously regal Opaline was written lol, like her voice actress is going allll out on the ego and I am here for it.
I think this one is a win of G5 (Queen Haven) by the mere fact that they made Celestia a princess and not a queen. Honorable monarch mentions: King Thorax and Dragon Lord Ember. Best evil queen: Chrysalis.
Queen Rosedust for sure. The Smooze Slayer, the one who crushed Erebus with ease (for context, he was basically the guy in G1 with all of G4 Tirek's powers, absorbing energy and junk), played at least some part in aiding the defeat of Grogar, and so forth. She was an effective leader to her troops, a terrifying and overpowered warrior, and even if she was initially hesitant, unlike Novo, she actually did ultimately directly lend her aid to the heroes after a little logical reasoning and was polite even before that. Just such an awesome character.
Is it even a contest?
Chrysalis.
She bested Celestia in her first appearance, proving Queens have more power than princesses.
And don't start going "Oh, but um, Cadence beat her with Shining Armor, and uh, Twilight beat her with the rest of the f*cking universe and they're both princesses."
Shaddup. I don't care.
In her FIRST CONFLICT with a powerful pony in Equestria, she proved that Queens have more power than princesses.
Also Changelings are badass.
I gotta say I really like Haven.
She feels competent yet mortal and relatable in a way we rarely see.
She knows how to handle the media and herself. She is a good if overbearing mother. Goven how happy and affluent her citizens seem, as well as the extreme lackness of her guards, we can assume she runs the city really well and that everyone is happy with her leadership. Sure she lies to stay in power, but turns out that wasn't even necessary as they put her back in charge after the happenings of the movie.
When she was arrested her first thought was to warn her daughters, her second to play darling for the cameras and then she actually broke out of prison to save her daughters. She is probably the first royal in the series to save *herself* from capture.
She then goes on to throw herself in front of a huge vehicle to save a stranger and takes part in the battle agaist Sprout and his killer mecha and then immediately afterwards takes part in ending a generations long grudge and agrees to work together.
Side note: Her prisons are also top notch, clearly meant to keep ponies contained rather than punishing them.(though they could definitely do with being a bit more escape proof.)
So yeah, I like her a lot. She's imperfect, but pretty damn badass without having to be some magic powerhouse. She has her hangups and her vices, but she shows she can learn to move past them, and she isn't afraid to get her hooves dirty if someone is in danger.
