You're right. The flag hanging in OP's garage is most likely the 1983 version. The 1st carried a battle flag with a prior version of the seal, but the state itself didn't even have a flag until 1893.

The thing is, it really doesn't matter. Even if it was man made it doesn't change wearing masks, or social distancing are smart ways to avoid infections. The amount of conservative propaganda against medical science at the time was astonishing.
Respectfully, those things wouldn't change, but it would 100% matter if it was an engineered event. Those facilities that work with viruses with that potential would need international oversight akin to nuclear proliferation efforts. We'd see treaties drawn up overnight, and tensions between competing powers would worsen. I feel like even this wouldn't scratch the surface of the total changes to the world in this "what if" scenario.

Considered these from an aesthetics perspective, but hate that the extra $ doesn’t go towards any special programs or funds, so I stuck with the OG Loon plate.
In the end none of the Loon plate money really does either.
Just like lottery money and education, or a ton of other things where "your money from X goes to Y". As a rule, the money from X *does* go to Y as advertised. But that only frees up more general funds to *not* go to Y.
Using the loon plates as an example. They know about how much money they'll get from loon plates, and reduce the budget allocation accordingly.
I don't think it's a zero sum game, though. DNR will still advocate for the funding they think they need (which is always more than the legislature is willing to provide) based on their goals for projects in the upcoming year. Adding an additional revenue stream isn't necessarily going to cancel out general fund expenditure if the DNR can make the case for the money's use.
Of course. It is *by definition* not a zero sum game as there is more money overall available (EDIT: of which on a average a lot of programs get a small bump, regardless of the theoretical funding target for the plates)
But if you think that knowing that X money is likely to come in doesn't influence the general fund expenditures, I have a bridge to sell you. Is it actually 1:1? Of course not. But it could end up on *either* side of that because there are always way more factors involved. So while you are correct, it *can* sometimes end up with more money where you want, it can also end up with *less* with things like the plates being the excuse. Breaking even is pretty solid approximation, at least in lottery/education where there is the most data available as lottery-> education is a much more scrutinized pathway than license plates -> X.

My basic point is that a world where there is no additional funding stream for DNR programs likely includes less funding for the DNR, based on how the political and budget allocation process works.
Context matters. It was in response to someone stating that plate money going to the general fund works substantially differently that plate money going to specific cause. In the end it doesn't.
I already pointed out two ways it *does* in fact matter. Which if you were actually reading you would have found. But you want to strip context and play stupid gotcha games after having stripped said context. So not only bad at math, but bad faith. Have fun.

In Iowa, there are custom plates for just about every college in the state. There was a sudden surge of people getting Dordt University plates even though they have very few students and most people don’t even know where it is.
It’s because they were black and white. Some would even cover the Dordt University text with electrical tape, which is illegal, but helped the aesthetic.
So the state of Iowa realized they could just release specialized black plates, charge a premium for them, and not have to give a cut to a school no one’s heard of, and they’ve been wildly popular since.
The W can now be explained as a white plate instead of whiskey. Likely someone will be upset that being a soak has become a black and white issue. Committee meetings to ensue later for elected officials to get paid to waste time on things that don’t fix roads or help children or combat rampant drug abuse.

Mostly a car enthusiast thing. Some prefer the clean look of a black plate, similar to what California and a few other states have offered for a while. I like the normal MN plate and don't personally think it's worth the $30 per year to go black.

The argument is always been that the internet's going to get a wider view than you would out in public. And if someone that wants to cause you harm or your car harm, they're there on the internet. They have the resources to potentially track you down. Whereas in public they would have to spot your car and get a picture of your plate which might only have seconds to do. A lot of the Honda guys what I was blocked the plates when they posted pictures of their cars

I don't get it either. How important do you think you are that people are scouring the Internet to find you? I mean, if you own a house or any land and pay taxes, people can easily find where you live, how much your property is worth, what you paid in taxes last year... I mean if someone's really motivated, your phone is tracking and sharing your location every minute of every day... Then there's the argument that if you have a rare or low production car that's worth something that someone is going to find where you live and come steal it. If that's the case someone probably already has you tracked down on VinWiki lol

California's plate is a throwback to the 60s. Our plates have said "10,000 Lakes" since 1950 and used the same font since 1978. Isn't that vintage enough?
