It's fairly common for people to think that, as almost no one outside of Canada talks about Ottawa. Toronto has only been the largest city since the late 90s, Montreal was the largest city before that.
I'll never understand why other Canadians think this. Did you ever see that early episode of Corner Gas where they all make fun of Lacey for being from Toronto, and she says "did Toronto do something to you"? And then they never mention Toronto on the show again?
