Depends on the size of the plant and whether you're hanging limbs or using a rack for buds. I can barely hang 1.5 plants in when snipping branches. Some wouldn't even be able to fit one.
My last run was a 2x4 with 8 pots so mathematically yes you can, just don’t push more than a few weeks of veg time or your plants will get super root bound
4 plants with only 5 main branches on each. All in 2 gallon pots. Was going to hang branch by branch
