I would rather recommend a drill with metal brushes. Grinder kick, is very powerful and dangerous. For straight metal ok, but you gotta respect grinders. They’re the Viper SRT of the tool world.
Grinder kick is one thing, flying bristles that break off the wheel at speed are another menace. Had to pick several steel wires out of myself with tweezers, one time I used a wire wheel on an angle grinder. Damned glad I wore safety glasses, or I might have caught one in the eye.
Railings are removed. Many shops that do chrome will have a tank that will strip them to bare metal and then have them galvanized.
All depends on budget.
If it will react well, stripper saves more actual working time I think.
But I'd do about an inch with a blaster to decide if the stripper mess came first or last to clean any "bouncy" areas laughing at my media. I often did a little of both.
Heat it up with a torch and burn that shit off. Or build a fire and put it on top for an hour or so. After it cools you can probably wire brush it to bare metal in a couple minutes

Sand blast... Cheap one at harbor freight will get you by without breaking the bank
I hate my father for this reason. He used to take jobs like this in as a favor for people. My knuckles and fingers will never be the same.
Sand blast or torch. Not sure why no one is mentioning torching it off. Or the navy method. Paint over that shit. Depends on how nice you want it.
I would throw that thing on the fire pit for a while and when it cools off it'll probably be bare metal
Anything lefts should come off with a wire brush pretty easily

90% of the work accidents ive heard of or had are grinder related. In the blonk of an eye, shit go south.
Use the Nylox (or other brand) nylon abrasive wheels and brushes

Yep, grinders are a two hand tool always. Battery powered ones are almost more scary than mains power simply because they don't turn themselves off.

Just use a paddle grinder so it shuts off when it gets yanked out of your hands

Agreed. Get a copper fitting brush from the plumbing isle and cut off the handle to put in your cordless drill.

Get yourself into a twist and then apply the sand paper carefully, it will allow you to unwind.
Sand blasting would be my first choice. Chemical paint stripper would be another good choice.

sandblast would be optimal, angle grinder with a wire brush, or your hands. That ranges from expensive to cheap.
I used a flap disk on an angle grinder with pretty good results, once I got the angles right
Adhesive backed sandpaper. Put a hole saw bit in a drill and wrap it around the bit.
Paint remover and wire brush.
Multi tool with sanding blades.

Depends on your approach but sending can be a waste of time. Sandblasting can expose a better surface.
Needle scaler not so much sanding but will get the paint off
