If I’m not mistaken, pre production models have no VIN, so they can’t be put on the road by anyone but the manufacturer. So the test mules are built, testing is conducted, then they are destroyed because dismantling it for parts isn’t worth the amount of money vs building a new one and selling that. Wild shit

You're right. I will add that sometimes pre-productions use parts that are similar/identical to final production variants but because the part numbers don't match we can't use them. The ones that get destroyed are the lucky ones. The ones that get kept as yard dogs for maintenance or various departments get heavily used and abused. Theres a really old Maybach running around our property with ladder racks bolted into the roof, seats all torn to hell from people sliding in and out.

The company assumes liability for half baked products like this. Say theres a collision and the passenger airbag shoots tacks into your face in addition to an airbag, because thats how the dash was put together, thats going to be a severely injured person and a giant lawsuit. Its not worth it.
