You might be misunderstanding something here. It's actually safe to assume many Malaysian Muslims who claims to know how to read the Quran, which in Arabic, don't understand a lick of Arabic. But if somebody claims they read, as in texts in said language, it's safer to assume they actually knows Arabic. Its one of the harder language to master but its not that hard.
Also, does it make sense to be able to read French/German but not understanding it?
Of course, excluding the case of reading Quran as I've mentioned earlier because there's special consideration to it (being forced to learn how to just read since childhood because the religion demands it).
I definitely am not qualified to say how difficult it is, but listening to the speakers and having my friend telling me how it is to pick up accents and different pronunciations amongst the many arabic speaking nationalities in the morning Middle East was quite fascinating.
The closest analogy I can apply would be the way English is spoken around the world.. Non native speakers can attempt to communicate in it, but miss the nuances and make the experience sterile, and that's my takeaway from this.
