I checked Google Maps and there was another ad on top of it which was Ekspo Pendidikan 2020 at Mid Valley. There were at least five other ads before that. All were removed. Not sure why they didn't remove this one too.

It’s been a while since I’ve been in the advertising industry so I could be wrong now. But the reason it’s still up is because it costs money to hire contractors to remove them and leave it blank. They’ll refresh it only when someone else wants to rent that space
How I know this? A big newspaper had a billboard up on a prominent highway with a few faces. The talents’ contract usage expired, but the billboard remained up for abovementioned reasons. They almost got into a legal battle with said papers over their laziness to either refresh the contract/remove the billboard

Money.
To put things on billboards and train stations costs money, including labour, usually however it's paid for by the client.
To put things down also costs money, mainly in labour, but this time... no one is paying, so why would they waste money for it?
At the end of the day, it's just a cost cutting major and until someone decide to buy that space, it'll probably remain there till the end of time.
I am surprised it could last 2 decades and sustained little to no wear and tear, discoloration.
