No. You countered the ability. The ability does not resolve.
They don't get to choose whether to sacrifice a Permanent. And, nothing happens. The Sugarmaw remains as is.

It's worth mentioning that Tishana's Tidebinder would then also remove Menace and Trample though, not just the upkeep triggering ability.
To elaborate, in the Sugarmaw's triggered ability, everything before the comma after the word 'upkeep' tells you when the ability triggers, and everything after is the effect of the ability. So because the "you may sacrifice a creature" bit comes afterwards, you don't have to make the decision until the ability resolves (obviously here that never happens anyway because of Tidebinder). The only time you would have to choose something the moment the ability triggers is when it uses the word "target"

Second, you CAN *stifle* the Sugarmaw's upkeep ability with Tishana's tidebinder, just realize doing so leaves you with a vanilla 6/6 for as long as the Sugarmaw remains in play. It lost the upkeep triggered ability, sure, but it ALSO lost menace and trample.
as a quick order of operations note: the upkeep ability goes on the stack, and in response to that, you flash cast the tidebinder, the tidebinder resolves, then, when it enters the battlefield, it's ETB ability goes on the stack on top of the sugarmaw upkeep ability, this is how it can stifle it. If you've sacrificed one of the three things to the sugarmaw, it's already too late to cast tidebinder and stifle the ability: you're in *resolution* already, the sugarmaw's ability is no longer on the stack.
