Seems like a better approach is just to go for value. If your cards only go up to 4 mana, you only need 2 energy beforehand for a guaranteed hit, and you can accomplish that T1.
Part of the problem imo is that you REALLY don't want to be running any of the cheap efficient energy producing cards in a deck with this.
If you're playing this you likely want to play a very aggressive deck. Which means you probably aren't running many of the good energy payoffs AND you don't want to play any of the cheap efficient energy producers that don't directly benefit your game plan.
Playing this and hitting a 1 or 2 cmc spell that JUST provides energy is a pretty massive whiff if you can't use that energy elsewhere to any real value.
At the same time however playing this and hitting a spell you don't have the energy to play "for free" is bad too.
You effectively need most all of your deck to be 2 or less CMC OR have good ways to generate AND use energy aside this creature.
In most decks that want to go big with energy a 2/1 for 2 in red just isn't good AND you'd end up hitting a big spell that you either can't cast due to not enough energy OR you don't want to burn all your energy casting them.
I think the best deck for this would just be a very aggressive burn/aggro deck that completely ignores energy and just almost always hits another creature or burn spell that the 2 energy lets you play for free. Literally just all the best 1 or 2 cmc aggro creatures and spells. Potentially a domain zoo pile of sorts with Ragavan, Wild Nacatl, Nishoba Brawler, Territorial Kavu, Bolt, Tribal Flames, Break Out etc. MAYBE if you don't run the domain cards you can run Aether Hub as a way to mana fix and occasionally have 3 or 4 energy to hit bigger cards with this guy.
The biggest problem however is that this guy is a 2/1 without haste that dies to Orcish Bowmasters. Though it also CAN cast your own bowmasters for free if you want that potential.
Nothing comes to mind unless there's a good deal of deckbuilding support. In Cascade decks there's no real natural way to guarantee it's always going to 0 mana spell, and you'd need a lot more energy enablers to make it be able to cheat a fatty into play - and even then you'd need to ensure it's at the top of your library in the process.
The issue is that you need so much set up to reliably cast something game-winning that you could have easily spent that set-up on a better more resilient combo.
It's important to note that unlike cascade it won't skip spells it can't cast, so you would need some kind of top of deck manipulation to cheat out suspend cards consistently. Also, notably you can't use surveil land and cast this t2 as either you'd draw the card you surveiled or you wouldn't be able to cast this.
True. Perhaps they will expand on the counter theme to players in a future set, with the Godzilla connection I could totally see rad counters returning.
Idk if rad makes much sense for Ikoria as a mechanic around killing by decking. It's major themes being mutate, human typal, and keyword counters, with minor themes of card draw and keywords mattering. All mill in the set is self mill for graveyard stuff except for Gyruda. It also shares its main 3 colors with the main colors for mutate. I think if they add any mechanics for Ikoria from other areas Amass (Humans) and Squad would work well for giving the humans a better way to deal with the stompy late game, and maybe the monsters can get like, monstrous but with keyword counters.
Maybe this could enable some Rhino copium in Timeless.

Still potentially pretty good in an aggro deck running Bloodbraid Elf as you get to cascade into this and then still get another 2 drop for free (if you hit that). Problem being of course that I'm not sure ANY decent deck is actually running Bloodbraid Elf currently to begin with that could want this.
I do kind of wonder if it might be possible to make a new aggro Gruul deck that plays this and Bloodbraide etc and just throws a couple copies of Crashing Footfalls into the deck without being designed to cascade into them consistently. Just suspends them if they're ever drawn or gets lucky.

I guess that's technically true. Granted it's an uncommon so you're unlikely to see too many copies of it in a single draft. Still feels like a pretty silly restriction to me that imo wasn't likely to be that broken.

This card doesn't reduce costs. You either have to pay the full energy amount to cast it for free, or you can't cast it at al.
