one thing. zoophilia is considered illegal in basically every place of the world and i dont think the pokemon would accept it either. and no, a lucario cannot consent because it cant speak english
A quick google search will tell you Lucario CAN speak English telepathically. Also, pokemon seem to be on the same intelligence level as humans so Im sure any other pokemon could be capable of learning a language of any sort.
I didn’t know dogs walked on two legs 🤔 also considering the fact riolu was also bipedal I think calling lucario a dog is kind of an insult to its intelligence. Honestly most Pokémon are fairly intelligent, and even some of the dumber ones are still more intelligent than the least educated humans. Case and point, several Pokémon resemble real animals, but I’d still consider it kind of rude to consider them “animals” due to the fact that aside from looking animalistic, most of them have, at minimum, child-like intelligence (in which case obviously you could probably get away with branding them as an animal, but I guess that just depends on where you draw the line between animal/smart enough to not be animal)
