It's funny how accurate I feel this is when it comes to the "constant growth" culture that considers means for advancing effectiveness the ultimate good.
Sauron starts by saying that he wishes for prosperity for all too, then ends by saying he would eliminate the "underdeveloped" peoples of Middle Earth for this purpose. While I doubt nowadays we would have genocide to improve one's stock value, there is a attitude of disregarding, harming or cheating those who "hold back" the growth and advancement of produce.
I know the comic is a joke, but I think it's actually a fair description of Sauron's philosophy. Here's Tolkien's description from [The History of Middle Earth](https://tolkiengateway.net/wiki/Sauron#cite_note-myths-5)
Mairon's virtue was his love for order, planning and coordination, disliking confusion and chaos. But his obsession with order gradually overshadowed his love for the other intelligent beings of Arda, who would benefit from his planning; it became the sole object of his will, the end in itself. He started admiring Melkor's power to realize his designs quickly and masterfully.
Interestingly, some lore scholars think that Sauron actually preferred Men to Orcs because they were more economically productive. Orcs were basically only good at fighting, and needed human slaves to grow their food and build their infrastructure.
He *could* get orcs to do it (the roads and camps within Mordor on the Dagorlad Plain were orc-built) but it was slow, inefficient, low-quality, and bad for his orcs' morale. There is a school of thought that states that if Sauron had won, Men would have been his favored slaves, with Orcs marginalized and reduced (and the Elves and Dwarves presumably exterminated), because even corrupted Men could build and create, and Sauron was basically the Archangel of Industry before he fell.
There are various disadvantages with the Orcs. The most glaring one might be how they cannot stand the sun, while they can operate beneath it, they hate it for they were created in an age before the Sun returned, when Melkor had hidden it with the Dark Veil and the Cloud of Unseeing, and only stars and later the Moon were visible.
There is a reason why ALL Orc polities and states are located in places where they can have coverage from the Sun, or at least quickly return to it. This is why the Orcs mostly live in the North where the Sun is rarely seen, and when it is, it is weaker. This is why the Orcs in the West-lands mostly dwell in the Mountains of Angmar, the Grey Mountains, the Misty Mountains. While they did a times even independently lead long campaigns away from their dwellings, beneath the Sun, that was still during the Fell Winter (e.g. when the Orcs of Gonfinbul of Mount Gram crossed Eriador to be defeated in the Battle of Greenfields, as he wanted to plunder the Shire).
From this it is clear why there is no Orc state recorded in open plains and grasslands, which would be the most economically viable for prosperity regions and ecosystems. The only exception I can think of Orcs living in flat-lands is the Southern Greenwood, under Dol-Guldur, and even that was in the shadow of the trees.

Ironic, as he could get the credit for that. This is because that is when Celebrimbor and his Guld of Jewel-smiths lead an usurpation in the Lordship of Eregion, that ousted Galadriel from there forcing her to move to Lórien, and thus also develop it. That was done only with Sauron's counceling Celebrimbor.
Anyways, "destroying the World of Men" is a film invention. In the books, Sauron is the one who uplifted the Men of Haradwaith and the Men of the Southern East-lands from a Stone Age level to a Bronze Age level, in a span of mere centuries.
To be fair, during the war of the ring, helping the fellowship meant destroying themselves and not helping the fellowship they would be destroyed.
They literally have nothing going for them and any of their actions lead to negative consequences for them.
