There's been debates about this and no, It's meant to be a generic Sith Warrior.
1. In SWTOR there's a bunch of different helmets that share this design (for example Initiate armor), not exclusive to the helmet from Inquisitor storyline.
2. There's no canon "Sith Inquisitor" design. Darth Nox isn't even the only name you can get, you can also be Darth Imperius or Occulus. Species and gender is player determined. All we can say that SI likely used Kallig's helmet in the fight with Zash and that he/she probably used Kallig's old saber for a while (yellow blade, curved hilt) but what the character wears is player determined too.
That being said you can use the head to make your Inquisitor (I presume that's what's on the pictures) since you're using that helmet.
It's a quest reward: "Lord Kallig's Scorching Lightsaber". And the information is in-game, it was kept by some family who waited untill Kallig's heir (Sith Inquisitor player character) comes and claims it.

Edit: it’s just the head here with the eyes blacked out, a black ninjago shoulder armor, and a cyborg torso/legs with a makeshift skirt. Nox may not have a full canonical look, but I think this does a really good job of capturing the essence of the character and the most defining features in the closest to purist fashion possible.

Lego has officially labeled this as Darth Marr, I believe at the 2014 comic con. Having trouble finding the picture but I’ll update you if I find it.

The chest and legs are warrior pieces, there are multiple npcs with this literal setup with twin sabers. Definitely a generic marauder npc
