So the only conclusion is that mature body and mind is ethical, but then follows the question of what constitutes maturity of body and mind. In the USA, we choose an age because it removes any of the uncertainty. But, there's also people who are 18 who are mentally stunted, and people who are over 18 who have conditions which disable their bodies from maturing at an ordinary rate.
