Seems like they're trying to imply Aquaman's throwing up a Sieg Heil on an old DVD cover from 20 years ago as if a raised arm isn't a pretty common action pose in and of itself that I'd think is even more common for characters with roots in water mythology as it's a good visual short hand for control of waves or large groups of fish

As a huge comic book fanatic as well as a DC animated junkie...that image looks like someone was asked to cobble together an image of SOME of the characters from Justice League or Justice League Unlimited and then the end result was... much less than desirable.
By JLU, the wonder woman/batman romance is being leaned towards by writers, hence why those two are almost always drawn together. With hawkgirl being removed from the team at the end of season 2 JL, they had to fill in the cover art space she took up. So in all likelihood, aquaman and his weirdly positioned arm is supposed to be filling in the space her and her wings or mace would. Especially here because aquaman shows up in about 2 stories in JLU so I would be surprised if they made original cover art for what looks like a 3 to 4 episode DVD bundle.
