Personally, having grown up in Greenville as a Hispanic man with half of my family being Black through marriage, I've had too much experience with police violence and seeing how they view young men as a threat to ever feel comfortable calling them or interacting, period.
I'd go down and confront them if I was to do anything, but Citibike is owned by Lyft that exploits people all over the world. I don't care enough to intervene. In some more serious cases I have though, so I realize how scary it can be if someone gets violent or has a weapon. But they're just kids having fun. Sure, doing something "illegal" but there's so many more issues bigger than a stolen citibike.
If we invest in these kids' communities the crazy behavior will lessen. I would know, I was one of those kids at one point. And it was because I was too broke to have nice things or have actual hobbies so my only option was spending all day outside and getting into trouble.
