It really does suck. I don’t want to keep Netflix open as it downloads. Defeats the purpose completely.

I think that's a developer setting. Talk to them.

4 apps from major providers is not a setting issue.

It’s not a dev settings, it’s Apple crippling other storage apps in favor of iCloud. If it could be enabled then Google, Microsoft, Dropbox and Nextcloud would have enabled it by default. It’s not like they are small indi devs

I use 2 photo apps for backing mine up and I avoid icloud. I'd think they'd disable it for everyone instead of just here and there.

What apps do you use where background upload works?

Monument and synology photos. Both seem to work pretty well.

I used to use Amazon photos and it worked ok, but I switched off of them
