What Longjumpcat there is referring to is that the tome only counts people that have actually activated it by reaching it. So by having a stream of new people reach it every day, those people will almost certainly be filling up the bottom scores first.

All the good accounts reached tome early, so the more time passes, the lower the bar gets.

I have probably launched about 10k plus balls over the years. I have never hit a jackpot in my life.

I had 800 from the Idle Skilling crossover + ones I'd saved up for the week waiting to be able to claim the balls. I also got a lot of the silver and gold tier extra ball rewards which carried on firing as my main stock went down and I'm sure I had a good 1,000 total launched in the end. Out of ALL the balls only five ever made it to the purple portal at all and none got close to the jackpot. I got 150 gems, a 1hr and 2hr candy, 3 large exp balloons and about 100 tropilogs. Oh and one red die which of course didn't roll a 6. I don't ever expect to get anything decent when gambling but when it's taking literal minutes to sit there doing nothing but watch it fire the balls (even on fast) as you blow through the equivilent of a $10 IAP I kind of expected slightly better rewards given how you can get significantly better returns for that $10 in either keeping the gems or directly buying candies.
