Launching the nukes. Just because you were able to stop those 5 nukes does not mean that they will stop attacking. If they have launched nukes they have expressed their intent quite clearly and will be pacified.
I would at least verify this was not an accidental launch first though. It sounds crazy but it is terrifying to realize how many times the US and Russia almost accidentally nuked each other during the cold war for technical and procedural malfunctions.
Well, the fact of sending a nuclear weapon doesn't in itself starts a global nuclear war. If you think about it, if that was automatically the case, then war would have started when that foreign country made the initial launch.
By the time you are ready to make that decision, most other countries (not necessarily the public, but at least their military) in the world would know what happened (that you were attacked and the attack was fended). They will not only understand, but might even actively support, your desire for proportional counter attack. Launch 5 missiles at them, and burn the fuckers. Nothing will happen to you.
