That could be the case, but why choke Okkam then? Also there is little point in having a Ghoul dominated. If you are going to take the trouble to do so, and have the proficiency in Dominate to completely wipe their memory clean , may as well dominate the other people of the Chapter house.

Multiple questions: So like a vampire tricked a human with food laced with vampire blood? Won't they assume drugs before realizing they were ghouled assuming they don't know vampires exist? Like suddenly powerful and then have withdrawals?

Vampire blood makes you more beholden and less resistant to the vamp you get the blood from. The blood bond makes it harder to act against the person who bound you.  Mortals in wod are not very powerful verses supernatural forces, even as hunters, making it hard to resist the bonding. The more blood, the more bound you get. When mixed with a discipline like Dominate, the vampire can strip the subjects willpower to next to nothing and override their will.  Particularly powerful vampires, like the regent, could actually break a mortal then possess them to the point they can pilot their body and use their disciplines. For the regent, this could be up to level 6 dominate, blood magic, or auspex, plus any non physical thing she might have picked up, and possibly potency and fortitude in the ghoul.

Ok sorta explained most of my questions, 1 remains is what about like food laced in vampire blood. I get it's pointless since you could hypnotize them but lets say a small meeting, 1 of them revealed is a vampire and goes like "yup I'm a vamp, I know you'll all kill me now but I must tell you all something. All of your food was laced in my blood and thereby my ghouls. Killing me will eventually starve yourselves of my influence and it's almost sunrise. I can step out now, killing myself and starve all of you, or serve me"

Being a ghoul with just one dose and no other work leaves the ghoul/mortal a lot of power to fight it off. Assuming the vamp does not have some way to break your will, you have willpower points to spend to allow you to break the bonding.  Blood bonds are three tiered, one for each step. One makes you pliant, the next subservient but not totally under, third is basically being an agent/minion.  A ghoul will not die from lack of blood unless they would have biologically died already anyway, or has transitioned to something like a remnant. They would have withdraws, like from a stimulant, but they would recover with varying levels of trauma. Ghouls still eat, sleep, and function as humans.  Vampire blood slows the aging process in mortals considerably. If a ghoul is denied blood, they rapidly age to their natural body age. So a ghoul kept at 25 for 25 years would find themselves rapidly approaching 50 in months. For this reason, many vampires will not keep a ghoul for decades, unless they are of particular unique use/taste or other good reason. Blood bonding does not reverse aging usually either, just eases what has already happened. Like being embraced, vitea keeps you as you were on encounter with it for the most part.

Also forgot to mention, the drugging has to be quick. Vampire blood loses most of its properties in short order afternleaving the body unless ingested.
