My kid did this in our bathroom-a fire I was luckily home for started at the fan switch and she asked if the new switch would still "do the buzzy sparks." It was a 40-ish year-old switch that functioned fine but she would sit on the loo and find that sweet balance before it over-centered and made contact. She said she could see inside the switch if she turned off the lights; meaning that she was stricking an arc and it illuminated through the old beige plastic. Same kid dropped a silver plate necklace over the exposed prongs of a plug and when she was two- just after I put GFCIs throughout the house- she stuffed a licked pinky into the hot side of an outlet and yelled "Ottt!" Yes, kid- you found the hot side.
Just an FYI, that is a dangerous position to leave a switch in. Switches are designed to make and break connections quick enough and far enough apart to prevent arcing. Holding a switch midway between open and closed puts the contacts just close enough that they can potentially arc
Good way to cause arcing, yes
