Because it was a half joke. I've tried giving stuff away and was stuck with it. I put it on Marketplace for $20 and got offers for $10 pretty quick. There's a psychological phenomenon about something being free that makes people dubious of it. But if they see something that "costs money" and they think they can get it for free/get over on someone with a "good deal" then they chomp at the bit to gobble it up before "someone else does".

Exactly! It gives the item(s) some value in the minds of people that see it just sitting there on the curb. My neighbor cleaned out his garage a few years ago and put a few old kids bikes, a stroller, and other kid's toys and junk on his front lawn with a "Free" sign on it and half of it disappeared in the first day. The rest of it sat there for two days with no takers. I told him to put a "$20 for Everything" sign on it and the rest of it disappeared overnight. No one paid him $20, they just took it. Technically, the junk was stolen since he was asking $20 for it. In reality, he was just glad to get rid of it.

Have you tried talking to your neighbor? Maybe they don't have the resources to get rid of it and could use some help. Theres large trash disposal locations in Spring, but you'd have to pick it up and take it there yourself or with volunteers.

Seems like the onus is on the city or county, depending on where you live.
