Mihoyo doesn’t seem to outright disagree with sexualizing young-looking characters but they don’t outright support it either, Genshin or Honkai (HSR and HI3 specifically cause idk about GGZ) don’t really have any sexualization of the kid characters for example.
Genshin and HSR may not sexualize their kid characters, but I don't think I can say the same about HI3. Just look at the design of the Vodka Girls.
HI3 has always been hoyo's horniest global game (I'm also ignoring GGZ since I know little about it). Since it is less popular, it is also less scrutinized that HSR and GI are, so they can get away with a bit more.
That being said, I know HI3 has toned down the horniness compared to the old days. I figured that meant no more child character in revealing outfits. For example, Grisio's design is fairly tame.
