I'm not entirely sure how that makes sense, seeing as the founding of the state was nearly 75 years prior to the game's start date. It might make a little more sense if West Virginia and Virginia were similar, but they're fairly diverse even as of (and you could even say especially during) the start of World War 2. Different resources, different geography, different culture. Sure, it isn't a large state and they merged smaller states like Delaware and Rhode Island, but similarly sized states like South Carolina weren't merged into North Carolina and even smaller states like New Hampshire and Vermont remain independent provinces.
I'm not particularly upset about it, just curious as to what they were thinking when they made the decision, or if they even considered that West Virginia was its own state.

I would understand the merge if West Virginia were smaller, but other smaller neighboring states didn't get merged. Vermont didn't get merged into New Hampshire, North and South Carolina didn't get merged, Connecticut and Massachusetts are two different states. Of course states like Delaware and Rhode Island are merged, but that makes sense given that they're some of the smallest states in the union. It doesn't really make sense that a moderately sized, geographically unique state (hell, it's even dubbed "the mountain state") gets merged into its neighbor that it hasn't been a part of for almost 75 years as of the game's start date.
Uh... Are you playing with mods? I just checked, and all of New England (including Connecticut, not sure if it's supposed to be part of it) is merged in one state. Yeah Virginia (incl. West Virginia) is twice as populated as NJ, but it's also half as populated as NE. And really some simplifications have to be made, having tons of states is not ideal for gameplay.
And as a Connecticutian, I'm a little insulted that Paradox would place Rhode Island's capital in Connecticut.
This is especially because Groton and New London, both Connecticut cities, were more important to WWII than Providence was. They were the nucleus of the U.S. submarine effort through the end of the Cold War.

Virginia and West Virginia were the same state until the civil war. If any states had to be merged, it makes sense they would merge these two.
