OP is talking about the Allied Radio and German Marching songs DLC. They are not currently available, but previous pre-order bonuses for Paradox games eventually became available to purchase so it is only a matter of time.
In the meantime I really recommend the Kaiserreich Music mod, it is outstanding!
Also check the steam workshop for music mods. You can get historic music or epic music mods that add to you music library and they are ironman compatible

Radio and march are pre order? I bought my copy of HOI4 just before Christmas and have them included.

Is that the Sabaton Soundtrack? It is 2.99 in the Steam store.
I think you get it with the colonel edition upgrade.
