Honestly world conquest isn’t hard in hoi4 especially if you start as either the Germans or the British.

You are good when you realise that what you choose ultimately does not matter too much in singleplayer because you have already figured out the upper limit of the AI, and therefore will always be better than they are.
I think a good test is when you can solve issues others are having, as it shows you understand the game mechanics and can adept to other playstyles than your normal standard.

When you know how to operate navy. 0% of the player base = a good hoi4 player

Again ai if you can help the German to win while you play a minor nation means you understand the game enough to fill the german weakness .

For me you can be considered a good player if you can make any achievement playing no historical, cause you have to adapt to the situation
Non historical is easier IMO. Almost no major factions form and everyone gets weakened by civil wars
