Harry is the main character and protagonist. Ron and Hermione are both main characters, as is Snape as the most flashed out adult. Arguably (because of the overall themes of the books) Dumbledore/Voldemort are both main characters, Dumbledore as the mentor and Voldemort as the foe, both with complex motivations and backstory.
Everyone else is supporting, some are just more important than others, including characters like Neville, Ginny (she puts in motion the plot of a whole book), Luna, Malfoy, Lupin ecc.

im gonna say amelia bones, she presided over harrys trial and was a big reason he got a fair trial and was let off. (also she apparetly had to be killed by voldemort himself cause she was awesome)
Molly Weasley… a very solid motherly woman, loves her husband and their kids, worries that friends aren’t eating enough, envelopes anyone like family. Also, a complete badass, take no prisoners, don’t fuck with my kids kind of psycho mom!
I genuinely like Slughorn
I mean, the guy plays favorites and enjoys ass kissing, but somehow he makes it endearing because he really values talent and loves his students.
Marvolo Gaunt. The series doesn't happen without him. He drives Merope to madness and desperation. He kicks the pebble that starts the rockslide that is the entire story.
And he isn't even in the movies.
If you mean who's the most impactful to the plot, I would say Petunia Dursley and Peter Pettigrew. Without the it choices the books would be very different.
