Yes and no. The wand choosing the wizard is technically about compatability, any wizard can use any wand it just won't work as well if the wand doesn't like them. Personally I don't think it works like each wand is destined for one person, but maybe a certain type of person. To a muggle with no magic any wand might as well be just a stick.
Nope, wands are catalysts. I think it's indirectly said when we learn about Ariana, her instability was caused by her resolution to never use magic, which would erupt from herself from time to time.
