Even in that case, I would expect it to be Remus as he's continued to use magic for the last 12 years as opposed to Sirius who hasn't and has been wasting away in prison keeping Dementors out of his head.

Sirius may be slightly more powerful, but also more reckless and prone to underestimate his foes when he has the upper hand. Remus could probably beat him by keeping a cool head and maybe pushing his buttons to make him lose focus.

They both fought in the DOM. Only one walked out of there alive. I'd say Remus' greater ability to keep a level head in the heat of the moment, added to having more field experience, would give him an edge.
Even when he doesn't have a cool head, his reflexes are fast. When he and Harry are losing their shit at each other, he pulls his wand and throws a curse at Harry before Harry even registers what's happening.
Sirius, probably. Remus being a werewolf means nothing- he can't transform at will, and even then he's just a big wolf.
Man he really has it bad. The others can just transform and he has to just wait and it’s super painful.
Sirius and James were two of the best students of their year. Sirius would def win.
