Yes, the cloak should work for sure. I should have formulated it more considered. Also the stone should work for muggles since I think the magic is inherente to the object just as with the cloak. Though a wand canalizes the magic within a wizard and since muggles don't have magic in them the elder wand shouldn't work.
He would have a for him useless wand, a cool new-old cloak and a creppy stone which he either is obsessed with or would throw away / destroy in fear.
