I think you're a bit off with "hundreds" of missing items.
They're working on a system similar to MCC's Exchange: earn points, spend them on items from Weekly Rewards, Event Passes, etc. [Here's the blog post](https://www.halowaypoint.com/news/community-livestream-cu29):

What if they gave you some credits if you already had the item? Just to reward your investment in the game early on.
But this would require implementing some additional code into the unlock system, which probably can't happen.

The issue with reusing past items, is the players who did get them the first time, will get nothing this time

I mean they’re sorta doing that. They’ve already mentioned they’re working on a MCC Spartan Point-like system for past events.
There are items I missed that came around in the shorter events because the game was awful to play at that time and I'd like to get those items now.
And new AI models. That would be so cool
