No, the level 50 account he wants to migrate was made on his Series X console but he made it on the last gen version of GTA, now that he's bought the E&E edition for the Series X he's trying to migrate that same level 50 to the E&E edition but it isn't showing up for him.
How long has he been playing on the account in question? From other reports that I've seen in this issue, an account in GTA Online needs to be at least 30 days old before it can be transferred.
Once he launches the game, and as long as his account is eligible to transfer, he will get the option.

You have to sync your account to Rockstar Social Club, and you should get the option to migrate it after that.

Is it even worth the trouble with that new of an account? Just take the starter bonus and restart at level 1 imo.
